Public Housing rental assistance programs offer rent aid based on gross monthly income. Participants of public housing programs are required to report income and assets to a Housing Authority Program Coordinator who then calculates the participants rent using a HUD (Housing and Urban Developement) required formula. Security and pet deposits are required.

The Kelso Housing Authority's
Public Housing programs provide rental assistance to the residents of two properties in Kelso, Washington. These properties are owned and operated by the Housing Authority and are open for applications from low and moderate income citizens. There are waiting lists for both of these properties.

v The Kelso Homes Duplexes are located in the 1400 blocks of 9th, 10th, and 11th Avenues in South Kelso. These duplexes are open to applications from low and moderate income citizens.

The Kelso Homes Duplexes have 1,2,3, and 4 bedroom units. Residents of the Kelso Homes Duplexes participate in the Public Housing rental assistance program.

v The Cowlitz Villa is located at the 900 Grade St in South Kelso. This property is open for applications from low and moderate income citizens whom are 62 years of age and older.

The Cowlitz Villa has studio/efficiency, 1 and 2 bedroom units. Residents of the Cowlitz Villa participate in the Public Housing rental assistance program.

There is no limit on the length of time that the residents of the Public Housing properties may live in the Kelso Homes Duplexes or the Cowlitz Villa.

When a resident of Public Housing moves out of their home the rental assistance program stays with the property.

When a Public Housing unit becomes vacant the next eligible applicant is selected from a waiting list and offered an opportunity for housing and participation in the program.

Applicants for the Public Housing Rental Assistance Programs at the Kelso Housing Authority must:

  • have low or moderate income

&

  • have specific housing circumstances called Federal Preference.

THE WAITING LIST IS OPEN

Applications for the waiting lists for rental assistance can be picked up from the lobby of the Kelso Housing Authority or can be downloaded and printed using this website. See below.

Applications must be submitted to the Kelso Housing Authority office at 1415 S. 10th in Kelso, Washington.

Applications must include all required documents. Applications missing these documents will not make progress on the waiting lists for rental assistance programs.

There is no limit on the length of time that the residents of the Public Housing properties may live in the Kelso Homes Duplexes or the Cowlitz Villa.

When a Public Housing unit becomes vacant the next eligible applicant from the waiting list is selected and offered an opportunity for housing and participation in the program.
