Primary Aggressor Determination
Tim Donaldson, J.D. and Brad Graham
Special Assualt Unit, Tacoma Police Department

Every day, law enforcement officers grapple with the difficult scenario of figuring out who is the primary aggressor in domestic violence situations as mandated by state law. This training will examine how the dynamics of domestic violence can influence the decision making process in determining the primary aggressor as well as the factors that impact the decision to make a mutual arrest and filing charges. For those who are not in law enforcement this training brings awareness and understanding to the dynamics that may prompt victims to fight back against their abuser.

Children's Advocacy Centers - Panel discussion
Child victims of abuse and neglect often are forced to navigate a difficult and confusing system of multiple, repetitive interviews, instead of a system that coordinates services. Children's advocacy centers are modeled on the simple but powerful concept of coordination between community agencies and professionals involved in the intervention system. These centers are community-based programs, designed to meet the unique needs of the particular community in which it is located - so no two centers are exactly alike, but all adhere to national standards for accreditation. Join us for a panel discussion of the Cowlitz County Children's Justice and Advocacy Center to learn how one community came together to make it a reality, how things are going and our hope for the future.
